MONEYVAL 2026: Demonstrating the Isle of Man's Commitment to Effective Financial Crime Prevention

The Isle of Man is participating in the sixth round of mutual evaluations conducted by MONEYVAL from 28 September, during which assessors will examine the Island's anti money laundering, countering the financing of terrorism, and counter proliferation financing framework, together with its effectiveness in practice.

For businesses operating within the Isle of Man's financial services sector, the evaluation represents far more than a regulatory assessment. It is an important opportunity for the Island to demonstrate the strength of its financial crime prevention framework and reinforce international confidence in the jurisdiction as a trusted and well regulated international finance centre.

What is MONEYVAL?

MONEYVAL is the Council of Europe's anti money laundering and counter terrorist financing monitoring body. Its mutual evaluations assess jurisdictions against the Financial Action Task Force (FATF) Standards, with the sixth round placing particular emphasis on effectiveness, risk understanding and measurable outcomes.

The assessment therefore considers not only whether appropriate AML/CFT controls exist, but whether they are delivering meaningful results in preventing, detecting and disrupting financial crime.

A Strong Foundation

The Island's last full MONEYVAL assessment was based on a 2016 onsite visit and found the Isle of Man to be compliant or largely compliant with 39 of the 40 FATF Recommendations, placing it amongst a select group of jurisdictions globally.

Since then, the Island has further strengthened its response to money laundering, terrorist financing and proliferation financing risks through enhanced risk assessment, increased investment in financial intelligence and enforcement capabilities, improved data collection, and the establishment of the Isle of Man Financial Crime Partnership (IOMFCP) in 2022, strengthening collaboration and intelligence sharing between the public and private sectors.

The publication of the Island's comprehensive National Risk Assessment suite, including sectoral and thematic reports, has further enhanced understanding of the risks facing the jurisdiction and supports a more targeted and evidence based approach to combating financial crime.

What Will the Evaluation Assess?

The forthcoming evaluation will assess not only the strength of the Island's AML/CFT framework, but also how effectively these measures are operating in practice to identify, mitigate and disrupt financial crime risks.

The review will assess not only the Island's legislative and regulatory framework, but also its effectiveness in practice. Assessors will meet representatives from the public and private sectors to understand how risks are identified and managed, how suspicious activity is reported, and how supervisory and enforcement actions contribute to the prevention and disruption of financial crime.

This focus on effectiveness reflects the evolving expectations of international standard setters. Strong legislation and regulation remain essential, but increasing emphasis is placed on demonstrating that controls are delivering measurable outcomes.

Why the Outcome Matters

MONEYVAL's findings are important because they shape international confidence in the Isle of Man as a well regulated and trusted international finance centre.

While all jurisdictions receive recommendations as part of the evaluation process, a strong outcome, ideally placement into Regular Follow up, would demonstrate the effectiveness of the Island's framework for preventing, detecting and disrupting financial crime.

Equally, the assessment provides an opportunity to identify areas for further improvement and ensure continued alignment with evolving international standards.

In an increasingly interconnected global financial system, maintaining international confidence requires not only strong rules, but evidence that those rules deliver effective outcomes in practice.

What Does This Mean for Businesses?

For businesses operating in the Isle of Man, the evaluation reinforces the importance of maintaining effective AML/CFT controls, robust customer due diligence processes, accurate risk assessments and a strong culture of compliance.

Firms may also be asked to contribute evidence demonstrating how financial crime risks are identified, assessed and managed in practice. The evaluation provides an opportunity for industry to showcase the measures already in place and the role businesses play in supporting the Island's wider financial crime prevention framework.
